Tm Strawson, Founder of Tarafo Bay with Olavo Correia, Cape Verde Deputy Prime Minister & Minister of Finance after signing Convenção de Estabelecimento

Tarafo Bay is proud to announce the official signing of the Convenção de Estabelecimento (Conventional Establishment Agreement) with the Government of Cape Verde for Phase One of the resort. This milestone marks a significant step forward for Tarafo Bay, an ambitious project that combines sustainable investment with responsible luxury and meaningful local development.

The signing formally recognises Tarafo Bay as a strategic investment under Cape Verde’s national development framework. This agreement grants Tarafo Bay special legal and fiscal status reserved for large-scale or strategically significant projects, underscoring its role as a transformative development for the nation. The contract paves the way for infrastructure expansion, tourism growth, and job creation on Boa Vista, aligning with the government’s vision to position Cape Verde as a hub for sustainable tourism and inclusive economic opportunity.

“We’re incredibly proud to have reached this stage,” said Tim Strawson, Founder of Tarafo Bay. “Signing the Convenção de Estabelecimento is not just a legal formality; it’s a statement of intent and partnership. It represents our shared belief in the potential of Cape Verde and our commitment to delivering a project that benefits local communities, respects the environment, and creates long-term value for the country.”

Tarafo Bay’s master plan features thoughtfully designed tourism, leisure, and residential offerings that showcase the natural beauty of the site while prioritising responsible environmental stewardship. The development is set to create significant employment opportunities throughout both the construction and operational phases, with a strong emphasis on skills development and meaningful local engagement. In addition, the group is establishing the Boa Vista Trust, a dedicated initiative to support education, healthcare, and local employment, ensuring that the project delivers lasting, tangible benefits to the island community.

The signing of the Convenção de Estabelecimento reinforces Cape Verde’s position as an emerging destination for sustainable investment in West Africa and signals Tarafo Bay’s readiness to move into the next phase of planning and development.
